Air America has this problem and we installed a 30 second delay on the 
station.  We had two incidents when an F bomb got through the network in 
the past 6 months.  The first one prompted the installation of the delay. 
The 2nd instance was a multiple F Bomb laced tirade on the Springer show 
which we dumped and dumped again as we tried to kill the feed. The board op 
for Springer did nothing to kill the caller as far as we could tell. Of the 
5 mentions, one got on the air...but was hard to discern because of a bad 
caller phone line.  (We also log our stations for this very reason.  If the 
FCC comes calling, we can say and prove we didn't air something that did on 
100 other stations.)

It's unfortunate that they can't install a standard delay box in their NOC 
and use a clock system which can be negatively offset to allow a delay 
system.  Instead they place that responsibility on their affiliates...which 
are typically not manned/monitored at the studio.  I find that practice 
unconscionable and the affiliates who trust that this won't happen naive.
