The main justification for the old Restricted Radio Telephone Permit
was that it could be taken away, and without it, you theoretically couldn't
work solo. There were a million holes in that plan, but it had some merit.
I thought the Third Phone with a broadcast endorsement was a little
overkill, but the broadcast endorsement alone would have been a good idea.
I see a Federal "Board operator's license" as a possible way of
making the operators slightly more aware of their responsibility. Many
automated stations would not be affected, but those operations that still
had live "combo" DJ's might benefit. SBE certification is a great voluntary
solution, but IF (unlikely) they did bring back some federal license, it
might help.
In over 40 years in the business I had only one FCC inspector (Dane
Erickson) look at my license and the ink wasn't even dry on my First Phone
at the time. He checked everyone's license for expiration dates.
