[BC] Another EAS t est qustion

So I was listening to KPOJ in Portland OR, via the internet, and was 
surprised that twice, an EAS test came over right in the middle of a 
syndicated program.  I know I've asked this before, but aren't these 
tests scheduled?  And for those stations that are on satellite or 
syndication, isn't there a way they can put the test on without 
interrupting the program right in the middle of a very interesting 
interview?  :(
