[BC] Another EAS t est qustion

  RMT's are scheduled at the originating end.  It's up to the licensee to 
re-transmit at their convenience within the allotted time window. If 
they're running unattended, then the RMT went out as it should have..at the 
end of the 1:00 allotted time..

If it was a RWT, then that station could be slaved off another station's 
box and THAT station planned theirs and the 2nd station went along for the 
ride.
