Cassettes have had a royalty fee forever. I'm not sure about reel tape, but It
wouldn't surprise me if they had.

If you buy media that is designated "CD/R Music", you are paying extra 
for a royality payment.

I you buy plain vanilla CD/R's, then you are not. 

You can record music on either.

Someone mentioned on this thread, and I seem to recall it from years ago,
that there's a royalty on blank media. Is that true? If so, it would
appear we're free to make as many copies of copyrighted works since we're
paying the compulsory license fee when we buy the blank media. Or, if
we're not copying someone else's work, we shouldn't have to pay the
license fee.

So... does blank media include a license fee?
