You can get really nice laptops in the $600 range. Load Audacity onto it, and
go to town. You can even get CD burners for them.

Most churches would be willing and able to take-up a special offering to meet
the $$ needs for their radio program. It is something to discuss with the
Pastor. Raising $700 shouldn't be too difficult, even for a relatively small
church. That would be enough to buy the equipment and the first year of WEB space.
I'm sure there are folks in the congregation that would be willing to support
it, if they were asked. Some may even donate the funds to pay for the High
Speed Access, too.

Also, what about the radio listeners? They, too, could contribute something.
WFIF's format is 90% Church preaching/teaching programs and talk shows.
Listeners have been funding these organizations for decades, so it's not like it's
something new to them.
