If there is room to run even two 1/4-wave, h-plane radials off from the 
elevation of the tower base, this system could have acceptable base Z, 
efficiency and patterns.   The antenna works against the radials, and 
doesn't need "earth ground."

This is a form of the ground plane antenna developed by George Brown of 
RCA -- who reported that two elevated radials were about as good as a lot 
more.

It's even possible to use loading coils in/with radials shorter than 
1/4-wave, with some loss of efficiency (but still not too bad).
