[BC] Fax software

They want a paper copy...that simple.  A signed/ratified order on 
paper still trumps e-mail in all cases.  There is enough plausible 
deniabilty with e-mail that it's still too risky for some business 
practices. 

Most people don't have a signature scanned into their computer...for 
obvious security reasons.  So I can see the reasons why fax is still 
used.
