[BC] Pos-ting Licenses - Photocopies OK?

When I surrendered my 1st. Phone w/ Radar for a GROL in the spring of "85 I 
asked about a Verification card.  They told me to make a reduced size Xerox 
copy of the GROL and use that, so I did and had it laminated.
