I don't think there's any requirement. Look at some of the credits
that scroll so fast they can't possibly be read. I was watching a
subtitled film the other night on a cable channel. There were so many
animated graphics promoting upcoming shows that they covered up the
subtitles. The graphics slid in and out at the top and bottom of the
screen. I finally just tuned away.
Some of the logos are so large they cover any crawls. BBC America is
terrible with large lettering at the upper left of the screen.
My local PBS station has two logos on the HD channel. One PBS-HD on
the upper left and letters WGBY with the PBS head logo on the lower
right. Before you know it we'll watch a movie squashed inside a
Bloomberg-like cluttered screen.
It makes watching anything dramatic a real letdown. It destroys the
mood the film intends to create. I expect some station to have
swinging foam dice hanging from the top center soon.
