Not exactly. Element 9 was a course in meter reading and rules. It
had none of the theory and practice question from elements 3 or 4.
I know, I had to teach courses in it for a couple of stations when
Endorsed Third's became a requirement rather than Restricted Permits
that had been allowed previously for non-DA watch standers.
Candidates were given elements 1, 2 and 9 at the same sitting unless
they had previously passed 1 and 2, and received their Third Class
without endorsement (very few had).
