It doesn't carry a special endorsement stamp, as it would for, say, a 
radar endorsement. Strictly speaking it doesn't carry a broadcast 
endorsement, as my Third did - Thirds could be issued without element 
9, but were stamped with a limited broadcast endorsement (as mine 
was) if Element 9 had been passed. I had just always thought of that 
endorsement carrying along with the upgrades in class, but that is 
not true as Element 4 was a superset of Element 9.

I don't know - I got mine when I got the General in 1985.
