100mw sounds a bit high. Back in 1993, I calculated that 18.7nw into an
isotropic antenna would hit the FCC limit for FM (see
http://sujan.hallikainen.org/rw/insite/insite73.html). Also, transmitters
that are sold are required to be certificated (see
http://www.hallikainen.com/FccRules/2006/15/201/). Further, only the
antenna the manufacturer certified the device with may be used (see
http://www.hallikainen.com/FccRules/2006/15/203/).
It sounds like you have a non-compliant device. Ramsey was recently fined
for selling such devices.
