This whole situation still smells. I think someone is screwing with you.
Let me elaborate. But first, I have to say that I am not a lawyer, but a
student of the law.

1: I have never heard of an FCC enforcement official acting in the
manner you have described. Either they cite you, verbally warn you
and/or confiscate your equipment. If they confiscate, they must provide
you with an inventory of equipment taken. And I've never heard of any
agent working alone. They usually come in pairs.
2: They do not operate through email. They will use the US Postal
Service and you will be required to sign for any correspondence.

3: If the really are the Feds, they already have your DL, SS etc. Sounds
like someone is "phishing you". Don't give out your SS to anyone,
especially in a cyberspace environment.
4. This guy wants you to send him your xmtr? Think! If they were the
Feds, they would have confronted you personally and taken it then.

5: You have rights. Get a lawyer, any lawyer.

6: Contact the Commission directly and describe what's going on. This is
not standard procedure.

7: I wish you well.
