Usually the person or persons making such threats do not have the fully  
backing of the company.  Many times idle threats are made to try to protect  
themselves from repercussions higher up in the company.
 
Isolate yourself from these types.  Don't communicate with  them. Or have 
your lawyer or accountant contact them.  As far as the  Tax forms you can get 
your paycheck stubs, you or your tax man can estimate your  income and file the 
taxes with the attachment that the employer refused to mail  your W2.  Be ready 
to back this up by registered letter.  I sure any  tax accountant can tell 
you what to do in this matter.  
 
Years ago I did a lot of freelancing for radio and TV sports.   Many times I 
might be working for a production company,  the truck  owner,  the event, or 
even an advertising agency.  I had to keep good  records of all my expenses and 
my income.  Many times I never got W2's as  the government wasn't into 
tracking money as the are now. 
 
I know one time I got stung on one that I didn't file and  I never  received 
a W2 from but the IRS people had one.
 
As an employer there are regulations that they have to meet.  I am  sure the 
IRS web page can help you.
