Probably a very good theory.  The generation of the 57 kHz. signal is  not 
the only problem.  The locking of the signal to the 19 kHz. is  important.  ( 19 
kHz. x 3= 57 kHz.)  also most of the RDS encoders  have a passband type 
filter that reduce interference to the upper end of the  DSBSC @ 38 kHz. and its 
sidebands that extend to 53 kHz.
 
I guess the real test would be to build it and see what happens.
 
RBDS in the US is, after 15 or more years, becoming popular.  Its been  going 
on all over Europe for many many years.   Incidentally  there are encoders 
and decoders and lots of information on the internet.   Much of it from European 
countries and contributors.  There are kits  available for encoders and 
decoders.
