[BC] Satellite sensitivity...

The emergency systems are designed completely different and conventional
communications satellites.

Oh and 121.5 / 243 Mhz is being phased out, 406 is the new emergency
frequency..
Monitoring of 121.5 is set to end on 2/1/2009.
