Scott,
    Cell phone?
    Or for 1/4 mile you could talk into a flashlight and pick it up on the
photo cell on the tower light control. Actually, you can glue a small mirror
fragment to a speaker cone, aim a laser pointer at it, and demodulate the
audio with a cheap Radio Shack photocell at amazing distances.
    Or, I've got an old Measurements signal generator that's rather 
microphonic.
Maybe set one of those up and talk into it. Put some zip cord on the output
and go anywhere you want frequency wise.
    Or for 1/4 mile set some big speakers up on the roof at the remote site
and set a mike up outside at the station.
    Or stand outside the restaurant. Use a big parabolic mike at the
station.
    Possibilities are endless. Think outside the box.
