A photocell doesn't have a fast enough response time. You'd need to use a 
photocell fragment. The audio response of a speaker with a mirror glued to it 
wouldn't be too swift, either. Better to modulate the LED beam, directly.

...been there, done it... but not 1/4 mile away! At that range, you'd need at 
least some kind of optics on each end.
