[BC] IP STL

I have a T1 with 100% up time. Failure seems to hit T1s around here during power 
failures, where terminal equipment has no power (station's fault) or the central 
offices melt down due to the lack of AC caused by poorly maintained generators 
caused by excessive lay offs. I would not relay on just an STL either. Too many 
things in the either these days. You need both.
