[BC] Sign-off tunes

The stations where I worked that signed off were all daytimers.  I instituted 
used of a cold voice legal ID. Call letters, city, cut the carrier fast to let 
the skywave take over. That is all that is required in the rules.

At two of those stations we had remote monitors so we could sync programming to 
the full time skywave station. We got off the air so fast a  lot of listeners 
never knew it.
