funny this topic came up. I had posed this question to an FCC inspector.
Believe it or not the 25 Mile rule does not Mean YOUR studios for YOUR
station have to be within 25 Miles of Each other. It means YOUR studios
Must Be within the main Contour of a Station that's within your City of
license...
 Here is an Example...
WTTM was licensed for the City of Princeton,NJ... its studios were in
Metuchen,NJ 22 Miles away. When we knew we had to Move due to the
building being sold,we went looking for new office space. We Ended up in
Monmouth junction ,NJ but were looking Closer to the indian population
at the time. I found office space in Islin,NJ which would have
placed The studios 36 Miles from the transmitter site. some would say
That's not legal under the Rules. however according to the FCC NY
field office its 100% legal and here is the reason they gave. They
Said that because WPRB on 103.3 Princeton University's 60 dB contour
covered
both the City of Princeton and Islin, NJ that would make it legal for
WTTM to have studios in Islin. Because our studios would be within the
main contour of WPRB...
I wont argue with the Folks that issue the violations If they say its
ok then its ok..
This wont work in all locations. however in major Markets with Flame
throwers that would cover both locations.. the 25 Mile rule is tossed
out the window.

Personally I like the studios near the transmitter site.. saves Gas and
Time....
now that WTTM is down In the Philly area... the New studios are within
12 Miles
of the transmitter.. it still takes me 1 hour to 90 Minutes to get to
either site.

BTW you must still maintain the local Phone number in the city of
license and have it forwarded to where the studios are.
