This is clearly permitted by:

"(2) At any location within the principal community contour of any AM, FM,
or TV broadcast station licensed to the station's community of license;
or"

When this rule was first proposed to be amended to the current wording, I
mentioned the possibility of the main studio for a class D FM being a LONG
way away if a low band 50kW AM (perhaps even directional) were in the same
city.
