[BC] EAS vs. EBS

The only part of EBS still used in EAS is 8 seconds of the old EBS 
attention signal.  That's it.  Unless a station actually sends a real 
message or RMT with the tones, you won't detect anything at all.

My best suggestion would be to by a SAME receiver and modify it for 
anything the NWS sends. Then toss the old gear.  It's of no value anymore...
