Yes, but we were talking about 3 or 4 W from an antenna < 40 deg for covering a small
town using a flea power assigned to a Tx site too far from the middle of town to
be useful. That, in fairness, is a slightly different concept than WCBS's aux Tx.
In this context, reducing the radiator while holding the input power constant
should not increase the critical angle radiation used to assign the flea power
where proposing to dial up the power for the same f/s as the taller radiator
might draw additional scrutiny at the Commish and prevent the option. IOW keep
it simple and don't be too greedy. The odds of a useful result are higher.
