Washington Post:

The Senate confirmed the nomination of telecommunications lawyer 
Robert M. McDowell to fill the third Republican seat on the Federal 
Communications Commission. McDowell's appointment gives FCC Chairman 
Kevin J. Martin a 3-to-2 Republican majority.

McDowell's nomination could allow the FCC to take up a number of 
contentious issues that have stalemated while Martin lacked a 
majority. An FCC official said the chairman's office this week 
circulated a draft notice on media ownership, the first step toward 
tackling the issue.
