The fat lady is finishing a nourishing meal. Not to seem too cynical 
but, having the best government money can buy leads me to believe the 
interference resolution will rest on the largest campaign 
contribution, based, of course, on the laws of physioeconomics.

Does the Commission have the staff to deal with the enormous number 
of potential complaints? This is, simply, a situation where an AM 
broadcaster will have to invest in his plant with no assurance that 
he'll be able to use it. The upside is that negligent operators who 
haven't maintained their sites will have to fix them.
