I was told (I may be wrong about this) that Canadian law
mandates a royalty on every copy of music even if the
original recording (CD, LP, etc) is lawfully owned by the
station. If, for example, there is a cluster of six stations
four of which share the same song (a crossover hit) then
there are potentially five royalties. If each station's
workstation stores the song as well as the file server,
there are five copies. The royalty applies to promo as well
as commercially purchased CD"s.
U.S. has mechanical royalties. Although not directly related
to the above, it is the reason that many CD's are only half or
less populated. A royalty is paid for each cut on a CD. The
import counterpart may have more cuts since this royalty does
not apply in the originating country.
