You are right Dave....there is a lot more to the story but you basically have it right.....I used to work for Gray in my TV days in the late 60's and early 70's.....they owned (and still own) Channel 7 here in Panama City.

As I recall the stories I have heard, in South Georgia there was no TV but
VHF Channel 10 and Channel 6 from Tallahassee. Channel 10 was NBC & ABC,
Channel 6 Was CBS and ABC. The U's didn't exist then. In fact the cable
systems even had all the Atlanta networks and idies via a CATV relay service down
I-75 to south Georgia.
Anyway the UHF channel was allocated to Albany some years earlier, Mr.
Gray, then mayor of Albany and owner of Channel 10 encouraged someone to apply
for it and financed it on a leaseback. He indirectly had control, not on
paper. The UHF tower was next to the channel 10 tower. I believe the UHF fed
their video over to the Channel 10 studios and piggy backed to the transmitter
site from Channel 10. Later the TV station was transferred a couple of times
and as I recall some fellow got a hold to it and was making his lease
payments to Channel 10 etc. and was in trouible with the feds and all of this kinda
came out in the open.
Charlie Wooten or Clyde can probably tell the story better. Media control
was part of the court documents.
