[BC] Public File proceeding

When our stations originally went up for sale, the city of license hired 
their own attourneys to keep things from being moved or blacked out.

    People did read the public file, and do plan to do so again.  People are 
allowed to make copies, and did.

   Is the public file is supposed to be a place reserved for selected 
positive comments from the public only...  ?

Does having a public file help create a physical place for that "meaningful 
physical presence" to be, however many hours per week that might amount to?

Nope.  I would NOT get rid of the need for a Public File, although I *might* 
consider moving the place it's kept to somewhere less prone to adulteration 
/ changes -
