I agree with Sid. Sure, broadcast should 'serve the public'. The only
realistic way that is measured is advertising, or underwriting and
membership revenue. 'Serve' and you will do well.
The Public File is an anachronism. The 'public' does not know or care about
it. Now, I think an accounting of a station's licenses, ownership, and
activities is important. Keep the required contents of the Public File, and
just call it something different.
The fact that it is now nothing more than an expensive 'gotcha' - a speed
trap - does not serve the public one whit.
