Probably a screw up. It makes no sense. I notice the same thing 
happened in 1983. They had a CP for changes, apparently withdrew it
and somehow the license itself was cancelled. Same thing happened
to the FM in 1993. Someone apparently doesn't do paperwork right.

Agreed, but the most onerous parts - quarterly reports, EEO and 
the political file will stay IMHO. Mishandled quarterlies are an
income generator as is the EEO file, and the politicos will never 
allow the Commish to drop the political file because that is where 
the parties get immediate info about what the opposition is 
spending and where during an election campaign.
