My Public File in Mississippi  was immaculate.  Neatly labeled color-coded
hanging file folders with  color-coded tabs.  The inspector opened the
drawer, ran his fingers  over the tabs and said "I've never seen one this
nice", closed the drawer  and walked away.

I agree  in two ways Larry...  
 
1.)  It isn't that difficult to do what they want if you just use the  
guidelines and dedicate one drawer specifically for the "Public  FIle"    One 
station I was with we devoted a four Drawer cabinet  to the public file and put it 
in our reception area,  It Was Clearly marked  PUBL:IC FILE. It was locked.  A 
log book was inside to lock any inquiries  and any files removed for copying.
 
If anyone gets fined for it in most cases its because they are not talking  
care of business.
 
2.)  Is is necessary  I see no reason for it.  Most of this  came up over 
EEOC and other problems from the 1960's
