[BC] WBAA at Perdue license issue explained

The licensee filed its renewal, late, on June 14, 2006.  A Special
Temporary Authority for the station to continue to operate, pending
review of its renewal application, was granted on June 15th.  The
license will likely stay in a deleted status until the renewal is
reviewed and granted.
