[BC] WBAA at Perdue license issue explained

That's only part of the story, and a bit misleading. WBAA says, and I 
have no reason to doubt them, that they filed the renewal on time back 
in 2004. They have a CDBS file number that was issued back then to prove 
it.

So the problem appears to have been in CDBS - though I'd think someone 
at the station or at its DC law firm would have raised a red flag when 
no renewal postcard ever came in the mail.

My guess is that the renewal will be granted and no fine will be issued. 
We'll see.
