Let's make this clear. The WBAA situation was the fault of the
licensee and not the Commission staff. Rarely, especially since the
implementation of the electronic filing system, does the Commission
misplace any application. What usually happens is the licensee
prepares an application and "validates" it. However, they forget to
go back to the main menu and "transmit" the application. Absent that
action, the licensee may think it has submitted an application
(because they can see it filled out on their computer screen), but
the application has not been filed.
