[BC] Public File proceeding

A friend of mine was telling me about an educational station that is on and  
off the air as they see fit. He went into the station and spoke to the station 
 manager about possibly filling some time there.
 
When he asked to see the public file he was told that they didn't keep one,  
he had no right to see one, and he should leave. A bit of research shows that  
the station actually filed an amendment with their license renewal that they  
hadn't been keeping one, but would compile one for the past license term. 
Still  doesn't exist. 
 
They never filed a notice of renewal in the legal section of any of the  
local newspapers and they never made the necessary announcements.
 
My question is, is the FCC really that strict when it comes to Public Files  
or license renewal for that matter. This one was a rubber stamp deal.
