Since your friend didn't bother to notify the FCC of the situation,
it is quite likely the FCC only had the statements of the station at
hand to use. Without a lot more manpower ($$$$) from Congress, and a
mandate that includes MANY things besides broadcasting, they are
hobbled and unable to inspect everyone.
That is one reason why the ABIP is so popular.
