Since your friend didn't bother to notify the FCC of the situation,
it is quite likely the FCC only had the statements of the station at
hand to use. Without a lot more manpower ($$$$) from Congress, and a
mandate that includes MANY things besides broadcasting, they are
hobbled and unable to inspect everyone.
Hi Barry,
He actually considered it but it the station belongs to his town so if he
reported them and the FCC fined them the fine would have been paid with tax
dollars.
The point I was trying to make was the fact that they didn't have a public
file, and still don't, appeared as an exhibit it their renewal application.
