         That is a sad truth in many places. Bureaucrats
         dodge responsibility. Tax dollars pay fines
         and judgements.  It happens mostly
         because there is no "media" to expose it.

         At any rate, that didn't prevent him from
         contacting the real owners ... the city.

         Who knows, either the situation might have
         been fixed, or the bad guys even "reassigned."
