	And for many people anything beyond the end of their nose is
considered out of their zone and they just can't be bothered.  I'm sorry the
system doesn't give you such personalized service.  If it is sent to a
single fips code, zip code, area code, it might reach someone who just
doesn't care.  Hopefully those whose lives are saved will care.
