[BC] FAA RF rulemaking

Step #1....Is the lighting requirement on your {{license}}?  If yes, then 
you need to file an application with the FAA to seek demarking your 
tower.  Then informally apply to the FCC to change your license removing 
the marking requirements.

If the license doesn't list marking requirements (which is should not 
unless you are near an airport or heliport), you are free to remove the 
lighting.

BTW...It's TOWAIRS....
