[BC] Class A stations "burning" power

In this day and age where transmitter power is so easily adjustable, 
I wonder why "that station" continues to pay for electricity and then 
convert it into useless heat.

Surely a Washington consultant could do some fancy footwork and get 
them a waiver. At some risk, they might even drop a hint to some 
"green" outfit in Boulder. Or do I miss something and the State Dept 
would have to be involved because of treaties?
