For on air radio, shouldn't we also consider the cost of buying a
license? Major market FM "sticks" have recently sold at multiples of
$20/person within the primary service contour. (That's total
residential population of all ages, not just those age 12 and over or
AQH persons.) So, just to play the game in a market like Los Angeles,
you need to come up with a few hundred million in advance.
