Typical FCC CRAP!

Design it one way, then bastardize it another! Is there ANYTHING they can do
well or right?

 That was the original intent, but the bureaucrats wondered, what if the
owner
 didn't ?
 So, they kept the provision that makes each and every licensee, separately
 and collectively, responsible for getting it done.
 The FCC can't cite or fine a landlord, only a licensee.
