IMO, it is very wasteful to try to broadcast using the present 
connection-type mobile phone protocols.  One needs a connectionless 
broadcast protocol with lots of good forward error correction. A 
protocol like the satcasters use.   That way a single outgoing stream 
can handle many users and there are no ACKS nor repeats.  Perhaps a 
two-way control protocol would be used to limit what is sent to just 
those streams required by the users within range.  That would increase 
the efficiency.
