[BC] to light or not to light

These days, it takes creative minds to work with the local 
boards.  Proponents which come in suggesting single purpose/exclusive use 
towers face MUCH stiffer opposition.  In all non-AM cases, I suggest to the 
proponent that they allow municipal communications systems by $1 lease/site 
licenses should the locals oppose the project.  The local officials know 
how much it costs to build good towers and sites and then to maintain them.

Explain to the locals that the tower and municipal use of same for $1/year 
is akin to not levying a property tax increase of surcharge for 911 on 
their phones.
