It is a conventional vertical.

The only true Franklins are at KFBK, and these are in a DA-2 
configuration. 180/180 degrees, as is the definition of a Franklin.

KSTP has an almost-Franklin for its day tower. 179/179 degrees, so it is 
modeled as a conventional sectional, not as a Franklin, although its 
performance is about the same as a Franklin, 510 mV/m/kW at 1 km.
