  Guys, I can answer this question as of yesterday (due to a seller's
apparently doing something "odd" with an item I had purchased) that I still
haven't figured out.

  You can leave feedback for a transaction unless and until a "claim" is
filed in the matter. At that point, the entire transaction is apparently
removed from the "reach" of both parties.

  In my case (the first in eight years of "eBaying"), I received an e-mail
that I thought might've been a phishing attempt telling me that an item I
had won had been deemed as "nonexistent" and the seller was banned from
eBay. The e-mail advised me to "open a claim immediately" so, I did. When I
went back to the "my eBay" page, the entire transaction was then missing.

  Now, oddly enough, the seller has sent me a tracking number! But, I was
beginning to get worried as I had not been able to get a response from the
guy in almost a week after the ending of the auction. On the other hand, for
a less than $5 item, how can I complain very much? At least, it wasn't a
"big ticket" item.
