First off, a signal on 1230 with 100 foot tower even if you top hat 
and drape it will plain old suck.
Look up the case of Bob Vinikoor in New Hampshire

Towns can't force their ordinances concerning tower height on a 
federally licensed facility and to try and change the laws of physics.
